The authority over further Qt development would in such a case go to the KDE 
Free Qt Foundation, which was established many years ago, and in which the 
KDE e.V. holds a permanent majority.
Since KDE e.V. does not accept companies to be active members, the freedom of 
Qt will be secured.

If you're so much interested in discussing this issue, you could ask for a 
dedicated forum folder on e.g. kde-france.org, or sign up to the kde-cafe 
mailing list.
