I have suggestion to alleviate the multilingual issues.
How about including WordTarns
<http://wordtrans.sf.net>
"Wordtrans is a front-end for several dictionaries made with the Qt
toolkit.

Wordtrans has some front-ends:
* wordtrans
This is the console version. Lets you search and add new terms to
any available dictionary.
* qwordtrans
Version for X-Window made with the Qt toolkit.
* kwordtrans
Version for KDE 2.
* wordtrans-web
There is a web interface which allows you to query any dictionary
using your web browser. You just need to install the package
wordtrans-web (requires php).
Wordtrans is under the GPL license."
In the absence of (up to date) QT version of it the web version would do
fine --even better.
One could even build a multilingual website this way :-). The de<-->en
department seems very strong to me.
It is OK to include PHP in 'libre' CDs... is it not?

Ramanan
