Does it use modprobe? If yes, there is already a pre-install entry in Debian, which preload the tuner module. The only thing that I am worried about are WinTV cards with trashed EEPROMs which need options to be detected correctly. (like mine card, can be restored with a DOS tool, but who wants to boot DOS...)
