Of course you want an accelerated X server even on a CD, but I
think the Xvesa fallback is extremely valuable on a CD that must
run on any system, while for an installation on a fixed machine,
a user would probably not settle for it (return the PC and get
one with a supported card may be easier than waiting for,
or writing, the appropriate X driver :-))...
