Since commit 007f6c5e6eb45 the kernel supports regdb loading
without crda.

crda could be removed from buster after:
- supporting kernel direct loading in wireless-regdb (#892229)
- replace the Recommends: crda in iw and network-manager with
  versioned recommends on wireless-regdb
- remove the Suggests from wireless-regdb

wireless-regdb in bullseye could then drop the regdb for crda
and add a Breaks: crda.
