Bug#477355: linux-image-2.6.24-1-686: set default NLS to utf8

Since the default locale preselected in the installer is en_US.UTF_8
(and the GUI installer installs en_US.UTF-8 without asking) the default
NLS setting in the kernel should be UTF-8.
