Bug#430779: linux-image-2.6.21-2-686: System seems to have microhangs, especially the mouse and sound are affected.

userspace cpufreqd are mostly useless, use ondemand
echo ondemand > /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
