After much searching I've solved my problem(s). I've been using the open-
source radeon driver, but apparently it wasn't being loaded in the proper 
order at boot time, which resulted in a host of problems. Besides the shutdown 
problems I mentioned above, desktop effects in kde didn't work well. The 
solution: I added "radeon" (without the quotes) to /etc/modules. Now desktop 
effects work; glxgears fps has more than doubled, and I can shutdown, restart, 
etc. with both flavors of the 2.6.32-5-686 kernels--bigmem and regular.
