Yes, KDE 3.5 uses Qt3, only your apps using Qt4 could get affected, but they
should not have to.

It was needed for KDE 4 migrating to testing, but KDE 4 migrating to testing
is tied to more factors.
FWIW, 4.2.3 has not been uploaded because 4.2.2 migrating was being worked on.
