This has been resolved here. The problem was that the arts libraries were
compiled at an earlier stage with a non-gcc-3.3 compiler and so linking
was failing. And the problem was on KDE-HEAD from CVS.

 But since you mentioned the ressource problem when compiling KDE - yes,
 that is a big problem IMHO. Working on kdelibs is becomming impossible
 even on fairly recent HW due to the huge time it takes to compile. I
 can't help thinking that kdelibs will fall apart since probably not many
 people are able to afford compiling->running->testing(!) current kdelibs
 CVS HEAD any more...
