Short answer: No, it's still not complete. (But complete enough for me.) If 
you're in need of kdenetwork you can get most (all?) of it from  

http://people.debian.org/~ccheney/kde-other/

or by adding this line to your /etc/apt/sources.list:

deb http://people.debian.org/~ccheney/kde-other/ ./
