I had the same problem earlier this week (see -devel).  This procedure
is not quite fully documented at best, and a little confusing at worst.

It seems the best idea is to just write -qa with "details you have
collected" (whatever they are) and they'll do something about it.  In my
case, Martin added my information to the MIA database (?) and agreed
with me that it was OK for me to hijack epydoc, since Moshe Zadka has
been impossible to find.  (Martin did this wearing his "QA Team" hat, not
his "DPL" hat, as far as I understand.)

In your case, things are not as straightforward - since Ean, unlike
Moshe, is actually communicating with you.  However, it still seems best
to just let the QA team sort things out.  They should be able to advise
you on what else to do if you continue to feel that a hijack is
justified.
