You're using *laptop* HDs for server workloads. What did you expect? Do
you honestly believe laptop HDs are built with the same design goals as
server HDs?

If you want cheap storage that will handle server workloads, stay away from
SFF bays, which only give you two choices for spinning media: laptop HDs or
enterprise HDs.

LFF bays at least let you use desktop RAID-compatible HDs such as most
Seagate desktop models (just don't go around thinking that all LFF HDs are
RAID-compatible. A lot of recent models from Western Digital aren't, for
example).
