I've used IMP for this in the past.  IMP is a solid product but is REALLY 
difficult to manage.  If you have an admin team that doesn't comprise at 
least two full-time employees then the amount of time taken to manage IMP

IMP has lots of good features and is very extensible.  One ISP I worked for 
had hundreds of thousands of users on IMP, they implemented extra features in 
PHP, fixed translations, and did lots of other things.  The results were 
good, but the amount of work wasn't.

Courier.  It's solid, performs well, has a good feature list, and doesn't have 
too many security issues.

For the mail server either Postfix or Exim.  They perform well and have good 
features for stopping spam and viruses.

OpenLDAP works well for the back-end.  The hard part will be a good interface 
for changing passwords and adding/removing accounts.
