They don't have write access to its parent directory:

weasel@valiant:~/test$ mkdir public_html
weasel@valiant:~/test$ sudo chown root. .
weasel@valiant:~/test$ rmdir public_html 
rmdir: `public_html': Permission denied
weasel@valiant:~/test$ ls -la
total 16
drwxrwxr-x    3 root     root         4096 Jul  5 02:28 ./
drwxr-xr-x  135 weasel   weasel       8192 Jul  5 02:28 ../
drwxrwxr-x    2 weasel   weasel       4096 Jul  5 02:28 public_html/
