There are a few packages for managing such data in an LDAP directory.

Some time ago I did a design for an LDAP schema for doing that.  The company 
that wanted it ran out of money.  I could share the design with you if you 
want to continue the development (contact me off-list if you are interested).

If you send email to me or to a mailing list that I use which has >4 lines
of legalistic junk at the end then you are specifically authorizing me to do
whatever I wish with the message and all other messages from your domain, by
posting the message you agree that your long legalistic sig is void.
