qmail has qmailadmin, a cgi/php interface to manage virtual domains
and stuff.

for apache you might be able to use some webmin stuff, but i don't
thik that's capable of managing per-user .htaccess files.

have a look at freshmeat in the web section, there are some web admin
tools there
