That is normal, the termination is just passive as seen from the IP
protocol.

In most homes, the local router (if you have one) terminates the PPP
session and routes the delegated network inside. It also provides a
router advertisement for the machines inside the home and uses the RA
from the ISP's router to configure the WAN transport network.
