I thought so too.  But back then, Susan G. Kleinmann and few others
recommended to use pt-br style. There were some thread here in
debian-doc@lists.debian.org.  Then I made debiandoc-sgml which can
accept this pt-br etc. as is.

So now, 
 * debiandoc-sgml heritage documents use pt-br
 * docbook-xml based document uses pt_BR

I kind of like FreeBSD style having full locale.
