Stats of the French translation clearly show that the effort is probably stopped for quite a while, which qualifies the work to be taken over by someone else (and, there, we could try to find someone in dlf aka debian-l10n-french).....but the good practices recommend to first try to contact Last-Translator and Language-Team. In the case of the German translation, it is quite obvious that it is well maintained and our German team should avoid taking over.... So, it would really help if you could publish these Last-Translator info in soem way. Another option is sending a call for updates by using podebconf-report-po for existing translations and, when you have the opportunity to edit the sent message for existing translations, modify the pesudo-headers in it to include debian-l10n-<foo>@lists.debian.org for the teams to get these notices. Be careful to ask podebconf-report-po to *compress the files (--gzip) as they're probably quite big and woud miss the size limits for the Debian mailing lists.
