I answered that one. The program uses locale's settings so, yes, "translate".

The current maintainer and author of apt-listchanges is one of those
French people who insist on putting spaces before exclamation
marks. Blame him..:-)

Seriously speaking, Pierre, if this extra space problem is fixed in
the code, that will fuzzy translations. If you're OK with that, I'll
fix the whole bunch of things....the space and the incoming translations...

Or, if you maintain apt-listchanges in git (I'm sure you do), well, I
can commit the changes at the end of the l10n update round.
