I think that there is no unreadable user.
In fact, many encodings are used in Japan, Shift_JIS (mainly Windows user),
EUC-JP (mainly *nix user), ISO-2022-JP (for e-mail) and UTF-8.
Each OSs change from individual encoding to UTF-8 gradually.
