Both of these are not solvable. The latter reminds me of a dpkg wishlist
I had - preventing installation of unwanted files (eg /usr/share/doc/*
on embedded systems).

I currently lean towards #2 because there was a proposal recentlyish for
"translation debs" that would contain per-language & per-package
localisation resources that could be auto-selectable by apt based on
locale/etc. Dunno if any code has come out if that proposal yet.
