I just replaced both occurrences of LC_ALL with LANG.
The changelog, so far, for 0.4.4 would be:
* Upgraded source to Standards-Version 3.7.2 (no change required).
* Merged patch by Nicolas François for correctly parsing locales with
non-default encodings (Closes: #405967, #405968).
* Replaced LC_ALL with LANG for environment parsing (Closes: #405878).
* Removed Tollef from Uploaders at his request.
I think that we need to create .dmrc if non-existent, before the next
step (check language from environment, if the .dmrc doesn't include it).
Once we have this fix, is there any issue left (asides from languages
that need to preserve their @variant)?
