The installer uses debconf/po-debconf for translations so, whenever a translation for a given udeb is incomplete, the relevant debconf templates file does not include the translation of the given templates in the said language. As debconf templates belong to each individual package, likely to be laoded during the install process, at various moments (depending on the package), there is no moment during the install process where one can say: this language is complete and that one is incomplete.
