THe last question's answer is actually: nothing, I'm afraid.
D-I has "support for languages of India" in its release goals, but
that needs a lot of work that is still underway:
-develop a graphical installer (combination stuff like
Devenagari-based languages need is told to be impossible with text
rendering environments)
-get translators for the relevant languages (here, I'm pretty sure
that svashka can do something)
-sort out all related issues such as input methods (both in text
environments, though I suspect there is not a lot of solutions there,
and for graphical environments)
About the issue being on topic here, I would definitely answer yes
with no doubt.
