This is indeed easy to detect on the general translation statistics
pages for debconf translation, for instance the "ranking" page.

As soon as a xx_YY entry appears here (except for pt_BT, zh_TW and
zh_CN which are really supported "variants"), this is because at least
one package has such file.

I check this from time to time for debconf translations.

Program translations ("upstream" translations) have more of these
problems.

This should be reported also, but requires maintainers to handle this
with upstream.

In the case of Catalan, this is not a huge deal as the only valid
locale, IIRC, is ca_ES. But, of course, for "multi-country" languages,
that is languages with several different locales, such as Spanish,
having things like es_ES.po without es.po is really A Bad Thing. Even
if there are some variants (Argentinian people explained me some "hot"
topics between South American and Spain variants of spanishes), I
guess everyone prefers having these rather than English.
