Do you have netdde installed?

halt and reboot are available from hurd in /sbin
ls -l /sbin/halt

-> /etc/alternatives/halt
ls -l /etc/alternatives/halt
lrwxr-xr-x 1 root root 15 Apr 2 2012 /etc/alternatives/halt
-> /sbin/halt-hurd
Same for reboot.
dpkg -S /sbin/halt-hurd
hurd: /sbin/halt-hurd
dpkg -S /sbin/reboot-hurd
hurd: /sbin/reboot-hurd
