Yes, network drivers are not in the Mach kernel any more, they are in
the netdde translator. Please see on

the paragraph starting with "If network does not seem to work", which
documents how to debunk issues with netdde.

I don't think emacs is installed by Debian by default. You can however
install and use emacs24.

I don't think you are lacking any package except isc-dhcp-client.
