It would be better/consistent to have Tags for the ports/kernels and
assign the bug to the appropriate package. Port maintainers can then
trivially check for all bugs pertaining to the port, while the
respective package maintainer still know there is a problem with their
package on that specific port.

That said, I think it's alright to use 'hurd' as a placeholder. At
least, don't lart users reporting against it. It's probably much better
than a user reporting a bug against 'foo' without setting the above
mentioned tag (if available) and the maintainer not caring about it.

So far I've seen no posts on bug-hurd that Debian bug reports are
unwelcome so I guess we can stick with that.
