Quite right. Programs in /hurd are often run by a user, just by a
very different mechanism than shell commands.
/lib, in the FHS, is for "behind-the-scenes" items that only a
programmer need pay attention to. Programs in /hurd are not that at
all--they are very visible parts of the system that ordinary users
need to understand and run to use the system to its fullest.
