Debian GNU/Hurd does not currently use the sysvinit package.  To get
around dependency problems you can fetch a dummy package from:

<URL:ftp://alpha.gnu.org/gnu/hurd/debian/dists/unstable/main/binary-hurd-i386/dummy/>

You also probably want to install the libc6-dev dummy package, because
libc on the Hurd is called libc0.2.
