I don't know what steps are necessary to run dpkg under Red Hat, but
obviously you have not yet been able to produce a working dpkg environment.
Use the tar file installation method if you want, or fix dpkg on redhat
until it works.
BTW, you need to do those steps as root, in case you are not.
