It's documented in the official Hurd manual, I believe.

Try http://john-edwin-tobey.org/mirrors/alpha.gnu.org/gnu/hurd/debian/
for libc-dev.  I don't think I have the specs file, though.  (My site
is not a real mirror... yet.)
