Very strange, that is about 3 years that boot b132 and b180 and I don't remember this (always discover 2 ttyS0[01])
Do you have some additional pci card?

Could you retry with a dpkg compiled kernel image (eg: ftp.de.debian.org/debian/pool/main/k/kernel-patch-2.4.21-hppa/kernel-image-2.4.21-32_pa7.3_hppa.deb)
