what do you actualy want to do:
1) booting 'hpux' from a cd-rom [that is what you try by 'hpux boot disc(2/1.2.0;0)'

or boot a debian cd.

Try first at bootprompt> sea ipl

[interesting to verify that your cd is well bootable]
then locate your cdrom (scsi.2.0 may be?)

then boot with this device:
bo scsi.2.0
...
the install would start.
