This looks very interesting. It should be fairly straightforward to package since all the dependencies already exist in Debian. It would just need a man page to be written and probably some default config and scripting to get it working directly out of the box.
I would be happy to help as I've just been learning this myself recently anyway.
The one thing to check is that this functionality is not already present in another package in Debian as this would make it unlikely to get in.
