A lot of those packages (including pandoc itself) are part of the LTS 
19.27 package set, which is what the team tries to track, as it's a 
relatively known quantity.

We would have to move several packages (not sure how many, unless you've 
tested the package plan?) ahead of the LTS configuration - not sure how 
the team feels about that.
