I cannot tell why DHG uses 7, but I generally use 7 when no specific 
newer features are needed, to ease backportability.

Please note that by "backportability" I mean the ability to compile in 
older officially released versions of the Debian distribution, without 
mixture with backports.debian.org or other hacks - no matter if 
officially hosted by the Debian organisation.
