Bah, my theory was that it broke when there was no utf8 locale.

What if you run it manually? Like

  runhaskell Setup.lhs issue1763-pull-fails-on-non-ascii-filenames.sh

or with bash directly.

Maybe you'd be best off chatting with upstream.
