it might be that the ghc package is actually not something that should
be relevant to anything outside ghc. That might be why igloo or kaol did
not include libghc-ghc-dev in the provides, so maybe
libghc-ghc-dev-7.0.1-66fcc should be removed.

Not sure, but could be similar: Maybe no package ought to depend on the
RTS package and therefore no Provides should be generated.

utf8-string used to be provided by ghc and is not any more. Provide
needs to be removed, and utf8-sting packaged on its own (again).
