The changes are in debian/control.  Are you thinking of something reading
debian/control.in and generating debian/control, to be runned by the
maintainer?  I think this is doable, using variables in the ghc6 part of the
packages, and maybe in another part.

About the rules for renaming packages, I was using the procedure described at
[0], Method 2.

I believe this is the way to go.  We just have to think well about when is the
right moment for the transition.
