I got off my arse and checked this myself:

$ map darcs show repo --repodir -- /srv/darcs.debian.org/darcs/pkg-haskell/* |
  grep Format: | sort -u
        Format: darcs-1.0
        Format: hashed, darcs-2
$ map darcs show repo --repodir -- /srv/darcs.debian.org/darcs/pkg-haskell/* |
  grep -A1 Format:.darcs-1
        Format: darcs-1.0
          Root: /srv/darcs.debian.org/darcs/pkg-haskell/policy

So everything is in the current darcs-2 format except the policy repo :-)
