removing xchat

I've filled a RM bug for xchat a few hours ago.

You're all maintaining a plugin for xchat which would
require porting to hexchat (a maintained for of xchat)
or could be removed from the archive as well.
If you'd like to voice some opposition regarding the
removal please do so in the RM bug. I'd just like to
make you aware of the fact that I proposed the xchat
removal.
