It is restricted to only development related to Debian. It provides things
like webspace, git and Subversion repositories, extra mailing lists, etc. in
a similar way to sites like SourceForge does.

The primary reason I can see for having an account would be to have commit
access to the package source repositories. If it is useful for you to make
commits to the sources for packages you're upstream for, then an account
would be useful to you.

If not, there is anonymous read-only access to the git and Subversion
repositories available and you can use that.

Currently, package sources are spread over a number of locations and one of
my aims in setting up the Alioth project is to get all the team package
sources into one location.
