The situation is quite similar to those I encountered.
I tried to get gpsk31 work on two debian Linux boxen; One is a desktop PC
using 2.4.19(woody) and kernel sound module (ES1988/AC97), and another is
a Sony picturebook note PC using 2.4.18(woody) and ALSA0.9.0rc1 
(ALi-5451/AC97) with OSS-emu.
But have still been no joy...

Both system have successfully made them working with xmms.
In addition, receving seemed to be working.
However, I got the exactly same error message and garbage sound from 
speakers, when I turned it into TX.
(Note the same result is obtained with different sound cards and 
different AC97 kernel modules.)

I also tried twpsk, psk31lx and results are the same.
It is reasonable because all of these use the same codec engine by Hansi.
I remember that all these stuff were working when I was using Linux
kernel 2.2.
So I suspect the bug might be in the kernel soundcore module, though
I haven't examined it.

Anyway, I will keep on digging.
