See, I think the name 'gnome-core' makes this discussion more difficult than
it needs to be.
gnome-core provides a working GNOME Desktop, and due to that, I believe it
should depend on fam (nautilus, panel, etc -> there are reasons for and
against those packages depending on fam, but let's fight the little battles
first).
The 'gnome' package provides an entire suite of desktop applications,
running on top of the GNOME Desktop (gnome-core), which is mostly useful for
installing a complete environment. I don't use it, I just use the GNOME
Desktop and install other stuff as I need them.
So, my opinion is that gnome-core should depend on fam, and someone should
outline why gnome-panel and nautilus shouldn't, just so we know we have good
reasons to not have the dependencies there. (In fact, this would be a good
note to put in an appendix to the policy documents.)
