No. It is sufficient to have _any_ meta theme installed. That means,
all you need to to is to put something like

[Desktop Entry]
Name=Default
Type=X-GNOME-Metatheme
Comment=Gnome Default Theme
Encoding=UTF-8

[X-GNOME-Metatheme]
GtkTheme=Default
MetacityTheme=Crux
IconTheme=Default

into /usr/share/themes/Default

If you have this file, there is no need to depend on gnome-themes,
other than out of solidarity with visually impaired people.
