Sawfish on the other hand does not discriminate raise on focus behaviour depending on what type of focus is chosen. Maybe its a bug (metacity behaviour)? I'm using up to date Debian Sid

Don't think so, but i heard some time back that there is a metacity
plugin/extension/module/whatever, that has more advanced features. Not
sure though.
