Err, ...

you install the metacity-setup package, go to the menu, preferences,
metacity preferences, and then you go to the functionality part, where
you can choose the focus selector (Click, Mouse, Sloppy) and there is
also a check button called automatically raide focused windows, which i
believe does what you want.

Or did i misunderstand something ?
